As the chairman of the forth CICED (CICED 2010) session. It is a great honour for me to invite all the experts, scholars, engineers and students from both home and abroad who are involved in electricity distribution field to this conference to discuss the achievements, engineering practice and future trends, to share the latest research achievements in China and across the world with each other and improve the power distribution system.
Many countries participated World Climate Conference in Copenhagen held in December 2009, they have reached a consensus on the global reaction towards the future climate change; we need to provide a clean, reliable power supply system in order to satisfy sustainable economic growth, social development and environmental protection. China's total installed capacity of power generation has reached 874 million kW at the end of 2009; generated electrical energy has reached 3.66 trillion kWh. Among the total installed capacity of electric power, the amount of installed wind power capacity surpassed 20 million kW which ranked the 3rd in the world. Chinese Government announced that we are aiming at generate 15% installed renewable energy capacity out of the total electric capacity in 2020. Therefore how to ensure the safe and stable power operating system with the development of diverse energy generating has become a key issue for electrical engineers. The discovered smart grid concept enables us an access to an efficient way for solving the issues of environment protection, energy saving and emission reduction, and renewable energy resources problems, which coincides with our conference goal.
CICED2010， scheduled to be held in Nanjing China on 12-16 Sept 2010 with the theme “Develop a Smarter electricity supply system”. The last three sessions of CICED had already being held before (CICED 2000 in Shanghai, CICED 2006 in Beijing and CICED 2008 in Guangzhou). The 4th CICED will be a big event for electricity distribution engineers, academicians, managers and regulators from China and abroad to join. We are working hard to build this conference into a broad platform for express ourselves exchange our research, share our experience and develop together. CICED 2010 will discuss on the topics listed below: smart grid, distributed energy and integrated generation, panning for distribution system development, components of distribution system and operation, control and protection, power quality and DSM.
We are glad to see that we are becoming an efficient connection amongst increasing number of important organizations and engineers; we believe that with your attention, contribution and our continuous efforts, CICED will grow into a much more influential environment for global international electric area networking as well as a powerful source towards the improvement of electricity distribution and supply.

As one of the Six Ancient cities in China, Nanjing City is famous for its beautiful sceneries and rich cultural heritage.
